  1. Rules
    1. The official current year's National Federation of State High School Association Basketball Rules will be followed except as indicated below.
    2. Major Exceptions
      1. Game time is forfeit time. Game may start with 4 players.
      2. 20-minute halves, running time with these exceptions:
        1. Last 2 minutes of the second half will be stopped time.
      3. Half time period will be 3 minutes.
      4. All time outs are stopped time. Five time outs per game with no more than three per half; no carry over into overtime; 45 seconds per time out.
      5. Any team that is leading by 15 or more points will not be allowed to use a backcourt press. The officials will give a warning for initial violations. Continued violations will result in a 2 shot technical foul.
      6. Every player in uniform and on the bench during the game must be given the opportunity for meaningful playing time for each game. Failure to play all players in each half will result in a team technical foul for each player not played.
      7. Overtime:
        1. The first overtime period will be two minutes stop time, with a two-minute rest period between the end of regulation play and overtime.
        2. One time out in the overtime with none carried over from regulation time.
        3. The second overtime will be sudden death.
      8. Dunking is not allowed. A technical foul will be assessed for each individual infraction.
      9. Teams that forfeit 2 games because of lack of players will be dropped from the league.
  2. Roster
    1. Minimum roster size is 7 players; maximum is 12 players.
    2. Roster must be submitted to the league at least one week before the first game.
    3. After the first league game is played, rosters are frozen. No additions will be allowed.
    4. Each player must sign the Player's Code of Conduct before playing.
      1. Good sportsmanship will be observed during all ABL activities. Respect for players, coaches, officials, and spectators, is required at all times.
      2. Unsportsmanlike conduct shall be defines as follows:
        1. Any action involving players, coaches, teams, spectators, or officials, which results in personal abuse by verbal or physical means, as determined by the officials or by the On-Site ABL Representative
        2. The severity of the unsportsmanlike action and/or frequency of occurrence will determine the appropriate course of action. The appropriate course of action could be the following:
          1. The officials shall have the authority to assess a technical foul and/or ejection for unsportsmanlike conduct.
          2. The ABL Grievance Committee shall have the authority to administer disciplinary actions as follows:
            1. Suspension of players, teams or coaches.
            2. Expulsion of players, teams or coaches from the ABL.
            3. Forfeiture of game(s).
          3. The Grievance Committee is made up of the ABL Director, the SCAA Athletic Coordinators, the SCAA Coaches' Representatives, and the SCAA President.
  3. Eligibility
    1. Players must be enrolled in an accredited school and be 17 years or younger as of August 31, of the current year (birth year or later). Any player not meeting this age requirement, but still in high school, may appeal to the Director of ABL for an eligibility waiver.
    2. A player moving from an SCAA team to a non-SCAA team is not eligible to play in ABL in the season following his departure from the SCAA team.
    3. Players registered with an interscholastic junior varsity or varsity basketball team at the time of the ABL season or play-offs are not eligible to play in the ABL.
    4. Any team that plays an ineligible player forfeits all games in which the ineligible player participated.
  4. Coach and On-Site Supervisor
    1. Each team must have an adult coach (25 years or older), or a designated adult coach on the team bench at all games.
    2. The On-Site ABL Representative will be responsible for controlling the actions of the coaches, teams, officials, and spectators.
  5. Regulation Play
    1. Regulation Play: 20 minute halves.
    2. Last 2 minutes of the second half will be stopped time.
    3. Half time period will be 3 minutes.
    4. Time Outs: All time outs are stopped time.
      1. 5 time outs per game, with no more than 3 per half.
      2. 45 seconds per time out.
      3. No carry over from regulation time into overtime.
  6. Overtime Period
    1. The first overtime period will be 2 minutes stop time, with a 2-minute rest period between the end of regulation play and overtime.
    2. One time out in the overtime period with none carried over from the regulation time.
    3. The second overtime will be the same as A and B.
  7. Uniforms/Jewelry
    1. Players must be in uniform to play. Hemmed gym shorts must be worn. No cutoff or sweatpants. Numbers on the uniform must be sewn in, stenciled on, or otherwise permanently attached.
    2. The "home" team and the "visitor" team with reversible jerseys are responsible for changing their uniforms when the colors are the same.
    3. No jewelry shall be worn during play. A 2 shot technical foul can be assessed.
  8. Play-Offs
    1. In the event two teams are tied for one play-off position, the team that has the best record in the games played between the two teams wins the position.
    2. If still tied, the team with the least points allowed during the season will win the position.
    3. If still tied, an additional game will be played using SCAA referees with time and place to be determined by the ABL Director.
